Disclosure: The plan to abolish cash in Israel is all visible
On October 7, 2023, the most terrible massacre in the history of the State of Israel took place. Since then, Israel has been at war on two active fronts in the north and south, and is also threatened and attacked by more distant enemies. The country is functioning in a state of emergency and the economic damage as a result of the war is felt in all areas. As we learned during the ”pandemic” years, there is nothing like an emergency to promote laws that reduce individual freedoms and, in general, to shift gears to the implementation of the alarming vision of the 2030 Agenda.
Cancellation of the NIS 200 bill
On September 15th, Prime Minister Benjamin Netanyahu announced his intention to cancel the NIS 200 bill immediately. This is the highest value banknote in the Israeli system which is worth about 50 euros, and the plans to cancel it have been discussed for several years. And this, in the name of the war on criminal organizations and black capital. The event was met with public opposition among the masses and a few days later, on 23.9.24, the Central Bank announced that cancellation of banknotes is a measure under the sole authority of the Governor of the Central Bank and such cancellation is not on the agenda.

The official announcement of the Bank of Israel differs slightly from the press report that was published immediately after the Central Bank’s response. According to the report of the economic reporter Nati Tucker of “The Marker” (from the ”Haaretz” group) ”at this stage there is no justification for this”. And by implication – this stage will come later.
So far this is public information. Of course, the envelope is always in the public interest and the rule of law. God forbid not for the purpose of promoting and realizing agendas designed to reduce civil liberties and control subjects.
About a week ago I received a document an urgent reform proposal to increase state revenues and reduce black capital from another freedom fighter activist, detailing the set of measures that professional experts in the fields of economics, security and law prepared as an operative plan to increase state revenues, cover the budget deficit, the fight against black capital and organized crime.
The recipients of the document were:
PM, B. Netanyahu.
Minister of Finance, B. Smotritch.
Governor of the Bank of Israel, Prof. Amir Yaron.
Director of the Tax Authority, attorney S. Aharonowitz
Head of the Anti-Money Laundering Authority, attorney (Mrs) I. Ostrowits – Levi.
Director General of the Ministry of Finance S. Heizler
Head of the budget department, Y. Gardus.
the accountant General, Y. Rotenberg

The plan details a series of steps that until recently were considered ”conspiracy theory” by the general and sleepy public. And here, now they are submitted as a work plan.
The document is long and includes 13 pages. However, it is important to note that its core is a draft written in March 2024, and it is defined as a confidential document. I summarized the main steps. Needless to say, there is no connection in my opinion between the stated goals and the real goals. Decide for yourself:
- An immediate and short-term move by the Bank of Israel to cancel the NIS 200 bills in circulation and replace them with the other bills (100, 50 and 20) or deposit them in the holder’s bank account. It is of great practical importance to establish a very short schedule for exchanging the bills or depositing them, in order not to allow their holders to resort to circumvention measures such as using straw men, etc. Also, the people should be encouraged to participate in the process of ”voluntary disclosure” by the tax authority as detailed in the next section.
- The ”Voluntary Disclosure” move: this is a complementary necessary move that will leverage the pressure that the process of canceling these bills will create, on tax evaders and holders of black capital, to participate in an attractive operation of ”voluntary disclosure” by the Tax Authority, which will include immunity from criminal charges (for not reporting income ) and paying a reduced tax without penalties. The first phase of ”voluntary disclosure” will be under optimal conditions, but after that the ”voluntary disclosure” operation will continue under less favorable conditions, and in the third phase negative incentives of stricter administrative punishment, confiscation of property and minimum penalties will come into play.
- Reducing the use of cash in three stages until full digitization: in the first stage, all bills will not be canceled to prevent harm to the weak and elderly.’
The authors of the document are:
Dr. (PhD) Udi Levi, former head of Zalzal Unit in the Mossad.
Noga Keinan, chairperson of IEL and CFO forums
Dr. (PhD) Adam Reuter, chairperson of “Financial Immunities”
Prof. Ashe Tishler, Former Dean of the Faculty of Management at Tel Aviv University
Eden Bar Tal, Former Director General of the Ministry of Communications and Chairman of the Second Authority.
Adv. Ran Nizri, Former Deputy Attorney General
Moshe Terry, Former Chairman of the ISA and CEO of the Post office Authority
Nurit Ze’evi, Engineer and entrepreneur, expert in strategic and business partnerships
Eyal Ofer, Engineer, Orientalist and expert in money transfer routes in ”Shadow Economies

In the first phase, which will last up to 3 years, reducing the use of cash to an amount of up to NIS 3000 per transaction. (approx. 750 euros), in the second stage a reduction to an amount of up to NIS 2000 per transaction (approx. 500 euros) and in the third stage, the cancellation of the possibility of cash transactions.
Additional steps:
1. Expanding the obligation to report to the authorities.
2. Updating and expanding a joint enforcement plan for the relevant enforcement authorities.
3. Introducing the use of advanced technologies, including artificial intelligence tools.
4. Prohibition of holding significant amounts of cash substitutes. (gold, silver, medals, etc.)

The document also refers to the possibility of confiscating digital currencies related to terrorist activities of entities under sanctions. According to the authors of the document, there are technologies that allow identification of such money transfers in real time and Israel must use them immediately.
This is the place to remind readers of the way governments around the world treated citizens who did not agree to cooperate with the Corona passport. The protesting truck drivers in Canada were labeled as terrorists and their bank accounts were blocked. The prime minister of Israel at that time, Nafthali Bennet, compared the ”vaccine refusers” (an expression he used) to ”terrorists who shoot the corona viruses and endanger us all”.
At the end of the document, in the second appendix, its authors present a list of countries that are actively working to eliminate the use of cash and switch to a digital currency only. In first place is Sweden, where it is already difficult to manage cash. According to the document, less than 1% of transactions are made in cash by a tiny minority.
In second place is Norway, where every resident has a bank account, and only 2% of transactions are made in cash. With 32 ATMs per 100,000 people, Norway is currently one of the first countries to become a cashless country.
The Central Bank of Finland estimates that banknotes will be out of use by 2029
And in third and honorable place, Finland. Where there too, every resident has a bank account, and only 37 ATMs per 100,000 residents. The Central Bank of Finland estimates that banknotes will be out of use by 2029. Although Finland is not taking aggressive steps like Sweden, for example, in moving to a fully digital economy, it is very close to a cashless economy, and is currently ranked second (after Ireland) in the use of magnetic cards and second in the use of in smartphones for transactions.

The aforementioned document focuses solely on the economic aspect and justifies the entire process as a way to fight black capital and criminal and terrorist organizations. But those who experienced the terror of persecution by the authorities during the Corona days and understood the meaning of the restriction of movement, freedom of occupation and the right to the body, these moves are certainly disturbing.
The good news is that it seems that public vigilance and resistance from below stopped the move at this stage and caused the Bank of Israel to react negatively to the experimental balloon.
Netanyahu: Israel became a lab for Pfizer
PM Benjamin Netanyahu in an interview: ”We will use people’s personal data to tell what these vaccines do to people with meningitis, high blood pressure. Israel became a lab for Pfizer… I intend to bring on that database of personal medical records of an entire population, genetic database. You can create a biotechnological industry that is unheard of ..”
